The River Walk's Restaurant Row Wasn't Left to Chance

On a Wednesday night at Pennywise Pub, a table of six argues over a trivia question while the host waits them out. Twenty feet away, on the same stretch of patio overlooking the water, a couple works through a wine flight at Vinifera Wine Lounge & Bistro, unhurried, the kind of quiet that trivia night doesn't allow. Same River Walk. Same dock. Two nights that don't feel like they belong to the same block, let alone the same town.

That split isn't an accident of four businesses landing next to each other and slowly finding their own lane. It was built that way, on purpose, by people who wanted this patio to hold more than one kind of evening at once.

Same Patio, Four Rooms

Flower Mound's River Walk restaurant row sits along the development's central waterway, and four spots share what several of them still advertise as the only waterfront patio in town: Vinifera Wine Lounge & Bistro, Underdogs Burgers & Brews, Whiskey & Smoke, and Pennywise Pub.

Vinifera opened at the end of 2025 with a menu built around seafood, charcuterie, and a wine list drawing from vineyards worldwide, 38 offerings by the glass, entrees running $19 to $35, seating for about 130 between the dining room and the patio. Owner Jamie Creevy has said the goal was upscale but approachable, and he and business partner Chris Kummer have described it as the room for a girls' night out.

Underdogs, next door, is built for the opposite crowd. Fourteen big-screen TVs, a menu of Texas beef burgers and bar food, an arcade wall for kids, and a rewards program for regulars who show up for Mavericks and Stars games. Kummer has called it the counterpart room, the one meant for a boys' night out.

Whiskey & Smoke runs on a different rhythm entirely, booking ticketed entertainment with a dinner-theater feel. This fall's lineup includes a murder mystery dinner called "Foul Play in Flower Mound" on September 20 and a Fleetwood Mac and Journey tribute show on October 4, both with general admission and a VIP tier that includes a plated meal.

Pennywise Pub rounds out the row with British pub food, darts, shuffleboard, and a weekly schedule regulars already plan around:

  • Wednesday: trivia night
  • Thursday: music bingo
  • Friday: live music on the band stand between Pennywise and Whiskey & Smoke, 6:30 to 9:30 p.m., paired with the pub's $17 fish and chips special
  • Weekends: Underdogs' game-day happy hours for Mavericks and Stars fans, running alongside whatever's ticketed at Whiskey & Smoke

The Promenade section of River Walk adds its own fall marker this year too. The Smoke & Whiskey Fest lands there on October 31, a barbecue competition and whiskey tasting hosted by the Summit Club of Flower Mound, a community organization that has run on a "leadership through service" model for five decades.

One Operator, Several Moods

Here's what most people driving past Restaurant Row don't clock. These aren't four owners who happened to lease space next to each other and gradually differentiated to survive. River Walk F&B bought the original Underdogs, Whiskey & Smoke, and Pie Hole Pizza in the fall of 2022 and rebranded the row under one operating group. Pennywise Pub joined in 2024 as the group's British pub concept, with Jamie Creevy running it as manager before he later partnered with Kummer to build Vinifera as its own venture. By his own account, Creevy was hand-picked by the River Walk's developer specifically to create concepts that would work as a set, not as competitors for the same customer.

That's the detail that reframes the whole block. The reason Wednesday feels like trivia night and a Friday feels like a wine night isn't coincidence or slow market sorting. It's casting. Creevy has talked about wanting the patio to work as one space when the weather cooperates, guests drifting from a glass of wine at Vinifera to a beer at Underdogs without ever leaving the water's edge. The row was designed to split people up on a quiet Wednesday and pull them back together on a warm Friday.

The Anchor Everyone's Still Waiting On

For years, the conversation around River Walk has included a performing arts center that would finally give the development the draw its original 158-acre master plan promised. The town owns roughly 3.7 acres just north of Restaurant Row for exactly that purpose, and the idea has been alive since a 2018 cultural arts master plan first recommended it.

Progress has been real but slow. The town selected an architecture team, Hoefer Welker paired with BORA, in June 2025, and in October 2025 the council approved a $583,500 predesign contract. At that point the working timeline ran predesign through fall 2025, schematic design through 2026, a possible construction start in 2027, and a target opening of spring 2029.

By May 2026, the number attached to the project had grown into a range of $75 million to $100 million depending on how the town chooses to pay for it, and the council still hadn't picked a path. Paying cash would avoid interest but likely push construction start to 2030. Financing the project could let construction begin as early as 2027, with about two years to build once it starts. Council members have discussed waiting for sales tax revenue from developments like Furst Ranch and Monarch, plus the town's planned connection to I-35W, to grow enough that the town can avoid asking voters to approve a higher tax rate.

None of that is a knock on the plan. It's a reason to recalibrate expectations. If you've been holding out for the arts center to be the thing that finally gives you a reason to plan a Tuesday around River Walk, that reason is still years out, and the timeline has already slipped once since predesign began. The town manager has said the goal is foot traffic that spills into the existing restaurants, and Vinifera's own co-owner has said publicly that the project could help generate business for the row. Both are betting on something that, as of this year, doesn't have a confirmed start date.

What Already Has a Following

The version of River Walk worth planning your week around isn't the one still working through a financing decision. It's the one already running: Wednesday trivia at Pennywise, a wine flight at Vinifera while the sun sets over the water, Friday night live music on the band stand from 6:30 to 9:30, kids at Underdogs' arcade wall while the adults watch the score. The row's four rooms already give Flower Mound residents four different nights out on the same twenty yards of patio, and that calendar isn't waiting on anyone's construction budget.
